BCA to Implement Automated CPD Submission via SGBuildex from May 2026
A streamlined, secure and data-driven workflow for Singapore’s built environment sector
The Building and Construction Authority (BCA) has announced that from 1 May 2026, Construction Productivity Data (CPD) must be submitted automatically via Biometric Authentication Systems (BAS) integrated with SGBuildex, replacing the current manual process of formatting and uploading CPD data into the Electronic Productivity Submission System (ePSS).
Under the existing regulations, builders of projects with a Gross Floor Area (GFA) of 5,000 m² or more, and whose planning permission was submitted on or after 1 November 2014, are required to implement BAS and submit monthly CPD reports. Today, this involves downloading Excel templates for different project types, collating manpower entries manually, and uploading them to ePSS.
With the new directive, BCA aims to streamline workflows, reduce administrative burden, and improve data accuracy through automated, API-based submissions using SGBuildex.
Key Changes You Should Know
1. Unified Data Schema for All Projects
BCA will introduce a single data schema to replace multiple Excel templates for building, offsite, rail, and road projects. This simplifies reporting across diverse site setups and reduces manual reformatting.
2. Simplified Work Trade Categories
Current detailed trade lists will be consolidated into broader categories. This supports workers who perform multiple roles and reduces the complexity of classification during reporting.
3. Automated Submissions Begin 1 May 2026
For all applicable projects, monthly CPD reporting must be fully automated through BAS–SGBuildex integration from 1 May 2026.
Until then, builders and offsite fabricators may voluntarily onboard their projects and begin transitioning early.
4. BAS Requirements Remain, with Added Expectation of Integration
BAS must still be deployed for eligible projects, with approved biometric devices at every entry/exit point. These systems now also need the capability to integrate with SGBuildex, enabling secure data exchange to BCA.
